Regarding Astromech data modules, boiling things down to raw data:
I make L1(a) - Crap materials, no experimentation - Mechanism quality (-6), Data Module Rating 1
I make L1(b) - Gold materials, experimentation - 68% Experimental Effectiveness, Mechanism quality 0, Data Module Rating 3
* Can a novice pilot, Astromech certification 1, use L1(b)? Put another way, is a pilot's Astromech certification matched against the Data Module Rating or against the Level of the schematic used?
* If novice pilots can use L1(b), will there be an improvement of some kind in using L1(b)?
* If novice pilots can not use L1(b), is level 3 Astromech certification (Engineering Algorithms) required?
* If level 3 Astromech certification is required, this means that there's a big black hole of mechs that can't be used... because...
I make L6(a) - Gold materials, experimentation - 68% Experimental Effectiveness, Mechanism quality 0, Data Module Rating 13
* Can ANYONE use L6(a)? To my knowledge there is no Astromech certification 13. Or can Master pilots use Data Module Rating 6+? Seems strange that one skill block could mean the difference between only using DMR5, to suddenly being able to use 13.
Even worse, if I make an L2, even without experimenting, it comes out as Data Module Rating 5 ... much higher than 2, which means right out of the box, someone who should be able to use a L2 Astromech can't.
I've read and re-read the Droid Eng 101 document and several others, and in the absence of a novice pilot to experiment on (I'm Nal on Tempest and glad to craft for the experiment) I'm a little lost as to which numbers match which. DE101 needs a rewrite in this area using the full crafting terminology rather than just the painfully vague term "level 1."

Ok, I'll try and keep it simple.
It's the pilot rating compared to the level of the module, IE 1-6. The other numbers 1-13 don't matter at all to a pilot. You need to be certed in that level of Droid to use a certain module (1-6.)
However, here is where it gets confusing from a DE standpoint. By using good resources and experimenting, a DE can raise the level of a module. For example, you can turn a level 1 module into a level 2 equvilent. In that case, the pilot needs to be certed in a level 2 module to use it.
That's probably still confusing, so let me go into some more detail.
From a DE standpoint, the "rating" on a module determines it's "true" level. The below is a breakdown for data modules.
1 = 1-2
2 = 3-4
3 = 5-6
4 = 7-8
5 = 9-10
6 = 11+
The easy way to remember is each module just covers 2 numbers (rating.)
Let's say you wanted to make a level 3 module. With crappy resources, it should be a level 5 (still a level 3,) however, if you use better resources or experiment, it may get pushed up to a rating of level 6 (still a level 3 module.) If you use decent resources and experiement as well, you can actually push that level 3 modules up to a rating of level 7. At that point though, it stops being a level 3 module, and is now a level 4 module. A pilot needs a level 4 cert to use it.
My best advice is to just pick your level of module, then use crappy resources and don't experiment at all. That way you are 100% positive you will get the level module you want. Functionally, a rated 6 level three module isn't any better then a rated 5 one.
The only real reason to ever stray from my above advice is if you truly understand what I have posted, and want to save some resources. For example, level 5 Datamodules take less parts and resources then level 6's. So when I make my level 6's, they actually start as level 5's, thenI bump them up. Make sure you label them as the higher level module thoughto avoid confusion, the game will still call them what they started out as.
I hope that helps.
