Droid Engineer Archive

I cannot seem to figure out how to get the armor resists above 20%. Even if I put lvl 6 armor modules in, it only gives a 20%...... I've also tried level 4 modules too, they give the same percent..... I have seen 40% resist droids around. Can someone help me out?
