Remember Wuher, the bartender?

Wuher: Hey! We don't serve their kind here.
Luke: What?
Wuher: Your droids, they'll have to wait outside.

Wuher said that either because 1) he doesn't like droids since he was most likely alive during the Clone Wars, or 2) he didn't want to get busted by the troopers for allowing droids in when there are anti-droid laws. I never heard of anti-droid laws, but it is a possiblilty.

To answer your question, it's not really explained in the movies...it happens after Episode III. The Emperor outlawed all combat droids in favor of his clone troopers, because he could directly control them through the Force. The clones eventually gave way to Stormtroopers.
