I remember reading in the original announcement regarding vehicles that at first they would put schematics for small one-person speeders/swoops in the Engineering branch of Artisan and eventually they will have their own profession. They didn't say one way or the other that it would be an Elite or an Elite-Elite profession, but I am under the impression it will be an Elite profession directly off of the Engineering branch. It would then make sense that Starship Design could be an Elite Elite profession off of Vehicle Design, or it could also be it's own Elite profession. I prefer the first option, it makes more sense.
