For the official statement not to do it, check TH's post stickied, something about "Answer to all the DE questions". I think is the first one he mentions. As for how can you not do it, simple, say no. If a customer asks for a droid you can't legitimately make, tell them sorry, you can't make it (unless they can find you some of resource x). Its not a feature, its a bug (and using a bug to your advantage, such as your profit, is an exploit).

Personally... i say. remove them totaly.

Have each droid have diffrent numbers of module slots. Its only extra work to assemble them anyway so i dont see the use in it. By removing it..we would prevent the expolit. And the droids be diffrent. This would however require some changed to the module space in each droid. But that is easy to fix i belive.
