Well, this is my take on it.

Generally, the schematic in question is used to make crafting stations.

So, I will usually make the following deal: yes, I will provide you the schematic for a cost, you provide the materials. Also, you give me a really nice crafting station (I have friends who need em, even if I don't).

Part of the thing is that making those parts is just not worth my factory time. I have two factories, and just keeping up with the needed master artisan parts takes a ton of factory time.

I don't give them away for free. But I have usually had any possible loss in profitis come back 10 fold due to future business with the architect that asked for the schematic - if nothing else, they will oft buy advanced droid chasis to drop in their furniture vendors.
