No a Droid Recon kit is different, it fixes wounds on droids not HAM. There really is no point to them hence why you wont find them on vendors.
Just send a tell to your local DE, he can make you a few, the cheapest level A will do.
As to actually using the Toolbelt. It can be done, you just need to setup your workshop right. Keep it fairly low on items, keeps your resources in your input hopper for your crafting station, keep your crates of parts in your main inventory, then drop your finished Droids on your workshop floor.
Price to build a good DE suit will vary depending on your server. Even then, things can be funky, for example I paid 750k for for +17 Exp, yet ended up paying 1 mill for +4. All total my +30 Exp / +25 Assembly outfit cost me about 6-7 Million. Just be patient.

I have no problem paying the price Straker, my problem is where to find good attachments. I am constantly searching vendors and never finding more than a +1. Can't make a suit out of all +1s can you? My hunter friends have never once received a single DE tape as a drop though they have received many other tapes. Any clues to where to find +2 tapes or better?

Also, Droid Reconstruction kits are only usable by Droid Engineers, so there's no point in selling them other than for tailors (who make the toolkit).
