Yes 98% is actually 9.8 but there is a second decimal as well, for example 9.82.

This matters.

9.80 x 6 = 58.8

9.84 = 59.04

So as you can see, even if you hit 98% you may not get 59 power droids.

The best thing to do is start the factory run, get 6 modules, put them together, see what you get. If you don't like the results, do another schematic. This way you only lose 7 modules and not like 1000.
