This message has absolutely no content about that song or Men Without Hats, I apoligize if anyone was getting their hopes up. Anyway, I was curious to know if Wound Treatment improved the quality of your buffs. I am running low on skill points and want to give up some of my skills in Doc. Thanks for info. everyone!

Yes, the wound treatment modifier is part of what determines the power of buffs.

but the skill tapes don't work, at least at master, BE clothes do,and bivoli is your best friend

I would suggest reading, or at least skimming through the FAQ for questions like that.

The skill tapes DO work, but they count toward the same +25 cap as BE clothes, which makes them pointless.
