Yes, you can buff yourself (the instant you get the /healEnhance command, and you've got a buff pack, you can do it) but you don't get any med XP for buffing yourself, just like you don't get any XP for healing yourself.

Why would a Master Doc need to get XP from his own buffs? Why would he need XP at all (unless he was grinding up CM as well, I guess)?
