I'm pretty new to the Master Doc crafting area of SWG so bear with me with this noob question.
Having read the FAQs and played around a bit with crafting the advanced sub-components, it is my understanding that the BECs are the only subcomponents that affect the number of uses that the buff packs have.
I've seen people selling buff packs with 32 uses in them. However, I can only get my BECs to 18 uses using Tat fiberplast with DR of 136. Is that high enough to eventually get the final buff pack to 32 uses with decent avian/reactive gas resources? Does tat fiberplast with higher DR ever come out? All the fiberplast I've seen in the 6 months that I've been playing has had pretty low DR.

It depends a little bit. How many experimentation points do you have? I assume 10. Are you going to put a point into the Med Use to bring that down to 90. In general, an 18 charge BEC should get you around 30-32 charges I belive, thought I haven't made any buffs for a coulpe months. The OQ on your Reactive Gas and Avian Meat play into it somewhat too, but not as much as the ABEC does.

Sorry ... yes, i mean UT on the fiberplast - not DR.
Yeah.....UT can get into the 900s on fiberplast, though it has been 3 months or so since my server has seen it.

wow - 900 UT ... well if my 18 charge BECs can make 32 use buff packs ... i'm happy with my 136 UT then :-)

I regularly make ABECs with 24 charges/12 power and hit around 33-35 charges on the final combine, with full experimentationon effectiveness. Your 18 charge ABEC will not allow you hit 32 charges in the final combine unless you sacrifice experimenting on effectiveness. Look for higher UT Tat FP, 800+ preffered.

Should I then 'ignore' the OQ on the tat fiberplast? I assume the power of my buffs is controlled more by the other subcomponents rather than the BEC ... if so, should I focus purely on maximising the charges on the BEC and ignore the power aspect of it?

OQ and UT affect charges. Just gotta wait for a fiberplast with high numbers in both.

What Wiglaf said is correct, OQ and UT affect the combine for charges on your ABECs. An ideal combo would 850+ in both stats.

Don't ignore the OQ on the fiberplast. It accounts for 33% of the charges (same as the fiberplast UT).
If you aren't already, I would suggest you ignore PE on the Lokian wild wheat. Get the highest OQ Lokian wild wheat you can find (the wheat OQ is 33% of the charges), regardless of PE.

We just got 680/999ut Tat.
I'm making buffs with 29 charges initial, 32 charges with two pts into charge line.

Ah, thank you, was wondering about the PE importance in wheat since the wheat these days on Lowca doesn't have decent PE but 900+ OQ.
