I got a +10 MED EXP CA last night, bringing my total to +15. 5 more points to go.....

Yeah I need 8 more. 
No idea where to even start looking for them. The sources of CA's and AA's I have found is Faction NPC's. But I have yet to get any Medical Exp stuff.
If you can find out where the person looted it from that would be awesome.

high end npc's... like Nightsisters, etc, drop the high end attachments. reason i asked is because i wanted to know because some poeple think that high-end drops are bugged

You should check posts from "Cootie" on the Eclipse trade. He is our resident "camper" and gathers all the choice SEAs. The only benefit we get is he charges a very low price for them, so you can benefit from that. He has a vendor outside Theed but you'd need his exact WP to find it.
I don't necessarily agree with his methods of course, but as most docs can't raid the high level caves, he provides us a service by not charging too much.
I got my 12 point, but have yet to really craft a superior ABEC. Can't get them above 18/22! LOL.

that +10 med exp was looted of Lord Nyax 
there are no special npc's that drop med exp ca's in particular.
it's all random and having a bunch of luck...only one thing seems for sure...how higher the level of the npc the better the chance for a higher value attachment. (and even that is not always true, look in your other thread about the elder with a negative modded attachment)

Got my full +20, Havent crafted a thing yet, we shall see.
