Very good question.


I bet it makes it so you use less mind points to buff.


Which really makes no difference whatsoever.

it reduces the cooldown of med line skills.

one of my CA's has this on it, and i have no idea what this mod does.

It's a doctor skill that (I think) reduces the mind cost (and maybe time) to apply a buff.

Well it's not the most helpful CA, coupled with the small amounts of Master Doctors, I don't think it's worth much ...
