Did extensive testing with numerous packs of SAME power and found out the variables to Doctor Buffing with the release of Publish 7
Total Buff Power
Heal Power of Pack x Environment x [(100 + Wound Treatment Skill + Bivoli + BE modded clothes) / 100] x Med City Bonus
for example:
900 Heal Power Buff pack
110 Med Module Droid
100 Master Doctor Skill
25 Bivoli
25 BE clothes
10% Medical City Specialization Bonus
900x 1.1 x [(100+100+25+25)/100] x 1.1 = 2722 total buff
Now how Battle Fatigue affects this...
If player Battle Fatigue is 0 - 250 = no change in buff value.
If player Battle Fatigue is greater than 250 then...
Buff - [Buff x (Battle Fatigue-250) / 1000] = Buff after Battle Fatigue
so with 696 Battle Fatigue (Randomly chosen number)
2722 - [ 2722 x (696 - 250) / 1000] =1507 buffed after 696 Battle Fatigue
Helpful Notes:
- Armor Wearing DOES NOT affect buff power
- Bio Engineered Clothes effectively cap at +25/ +25 so a person with +9999/+9999 will do the SAME as one with only +25 / +25 damage / wound treatment clothe.
- Bivoli DOESSTACK with BE clothes.
- Battle Fatigue DOES NOT affect buff performance until 250 Battle Fatigue ... One could have 249 Battle Fatigue and it will be the same as one with 0 Battle Fatigue.
- Battle Fatigue after 250 .. affects the buff performance by 1% per 10 Battle Fatigue.
- At 1000 Battle Fatigue (when Battle Fatigue caps) buff performance is reduced by 75%.
- At 750 Battle Fatigue buff performance is reduced by 50%
- At 500 Battle Fatigue buff performance is reduced by 25%
- General Equation for Master Doctor with 110 Med Module Droid and 25/25 BE clothes : Buff Pack Power x 2.475 = total heal enhance.
- Med Centers and scout Camps override Droid Bonuses.
- If not in a Medical Specialized Player City .. the variable is calculated at 1.0.
- If in a Medical Specialized Player City .. the varible is calculated at 1.1.
- Wound Treatment Speedare at a minimum of 18 seconds at Master Doctor
- Wound Treatment Speed can be affected by consuming Ruby Bliel or Havla (not tested at time of posting)

Do you know if camps are going to affect this equation? I think Novice Ranger camps have a 0.85 heal bonus (someone correct me if this is incorrect). If camps are factored in, maybe camps aren't so obsolete anymore.

base location (med center is 100 (no change)
droids are 110 (+10%)
Camps with .85 are 85% the value of a med center (-15%)
Camps and buildings currently overwrite droids if both are present (droid in a camp, droid in a med center). So, a droid in a camp does NOT = -5% (+10% -15%)
So you want to use a droid outside your camp.
Novice scout camps are .65 (-35%)

Quick clarification question, so what does Battle Fatigue below 250 do? Seems that according to the equation, it would actually ADD a few points to the the buff (i.e. add up to 25% to buff if battle fatigue is 0), or am i interpreting this incorrectly?

0-250 is our 0 point. Lets us get hurt a bit with no effect to anything. That way people can stay out of town for a while.

Nice workout, FlipFantasy.
You mentioned the 2.475 multiplier for MD + 110 Droid + (+25) BE clothing, which is true.
But you can go one step further and add in the Bivoli Tempare, which is not always the same, but has a maximum value of +25:
Buffpack x (1 + 1.50) x 1.1 = 2.75 Multiplier for MD, 110 Droid, BE Clothing and Bivoli Tempare of +25. = 2475 for a 900 buffpack.
The only two variables are the buffpack and the Bivoli Tempare strength.
Oh, my buff macro is set on a 17 second pause.
. With 1050 Mind, 900 Focus and 1000 Willpower I don't have any trouble doing it that fast.

Wow nice work. How many buff packs did it take to test this...the fatigue testing had to eat up quite a few heh.
But on a side note...battle fatigue does slow regen rate and add to incap times....but that has nothing to do with buffs hehe.

Forgive my confusion, but whose Battle Fatigue is part of this equation, the buffer, the buffee, or both?

Buffee.
BF on the buffer(doc), only adds a bit to the mind cost of buffing, it has no effect on the resulting buff.
