Doctor Archive

Ok, i am attempting to get to novice doctor and I went in the medic tree 0040 and i should be able to go novice doctor, however, i have enough points to become novice doctor however novice doctor is not available, my quesion is this, when you look at the tree in medic, there are 2 slots that lead toward novic doctor, do u have to fill up both of them first before u can get to novice doctor? In other professions u dont have to do this, so im not sure what is wrong. again, im medic 0040 and wish to go up novice doctor tree, can anyone help with this please.
