Can Doctors inflict mind poison on other players? I thought combat medics were the only ones who could do that, but I have read a few threads that make it sound like doctors have that ability too. If that is true, where can I find some poison packs?

Only combat medics can. Only way a doctor can poison someone is by using a weapon that applies poison DOT's/

Perhaps the posts you read were written by a doc/cm? There are quite a few of us floating around.
