Information here is from Agent's SWG Doctor FAQ (Thanks Agent001!)
Interactive Buff Calculator
Interactive Buff Calculator version 2
Total Buff Power
Heal Power of Pack x Environment x [(100 + Wound Treatment Skill + Bivoli + BE modded clothes) / 100] x Med City Bonus
for example:
900 Heal Power Buff pack
110 Medical Rating Droid
100 Master Doctor Skill
25 Bivoli
25 BE clothes
10% Medical City Specialization Bonus
900 x 1.1 x [(100+100+25+25)/100] x 1.1 = 2722 total buff
--------------------------------------------------------------------------------
Now how Battle Fatigue affects this...
If player Battle Fatigue is 0 - 250 = no change in buff value.
If player Battle Fatigue is greater than 250 then...
Buff - [Buff x (Battle Fatigue-250) / 1000] = Buff after Battle Fatigue
so with 696 Battle Fatigue (Randomly chosen number)
2722 - [ 2722 x (696 - 250) / 1000] = 1507 buffed after 696 Battle Fatigue

Helpful Notes:
- Wearing armor does NOT affect buff power.
- Bio-engineered clothes effectively cap at +25/+25 so a person with +9999/ +9999 will do the SAME as one with only +25/+25 injury/wound treatment clothes.
- Bivoli DOES STACK with BE clothes.
- Battle Fatigue does NOT affect buff performance until 250 Battle Fatigue. One could have 249 Battle Fatigue and it will be the same as one with 0 Battle Fatigue.
- Battle Fatigue after 250 - affects the buff performance by 1% per 10 Battle Fatigue.
- At 1000 Battle Fatigue (when Battle Fatigue caps) buff performance is reduced by 75%.
- At 750 Battle Fatigue buff performance is reduced by 50%.
- At 500 Battle Fatigue buff performance is reduced by 25%.
- General Equation for Master Doctor with 110 Med Module Droid and 25/25 BE clothes : Buff Pack Power x 2.475 = total heal enhance.
- Medical centers and scout camps override droid bonuses.
- If not in a Medical Specialized Player City - the variable is calculated at 1.0.
- If in a Medical Specialized Player City - the varible is calculated at 1.1.
- Wound Treatment Speed are at a minimum of 18 seconds at Master Doctor.
- Wound Treatment Speed can be affected by consuming Ruby Bliel or Havla.

about the "med centers and scout camps over ride droid bonuses", this is not completely true.
If you pull the droid out and then walk into a camp the droid will work. Also, if you use a droid in the MO or AH cantina/med center I am sure the droid works (not sure about other med centers since I have not used them of late).

In the interactive buff caculator how do you figure the duration. Is it automatically 10000 for any buff or is it supposed to be figured in minutes or seconds??? There is no explanation........any info will be appricated.

10800 seconds is 3 hours exactly so the duration is in seconds

Also, if you add bivoli +25 to this, it is: Buff pack power x 2.75 = total heal enchance.
Duration is just Buff pack duration / 60 / 60 for hours and decimal. Remove a /60 for minutes, then figure out how many hours can go into that.
You can also do: duration/60/60 round that, do duration/60-(rounded number*60) = minutes.
For a duration of: Rounded number hours, and minutes.
Long and complicated, I'd put a little javascript form but scripts aren't allowed.
Don't know if that clearifies anyone, or I just repeated someone else.

I used the calculator to work out what power my buffs would be but are my stats within the accuracy tolerance levels for the calculator.
Using the following components and resources I made a enhance constitutionD pack with 892 base power, though the calculator showed the power to be 910.
ABEC = 23
ACRDM = 57
ASDS = 74
Avian Meat - OQ = 961
PE = 820
DR = 521
Reactive Gas - OQ = 971
DR = 932
The duration came out spot on at 3 hours 18 mins but there was an 18 point base power difference, this is with getting full experimentation on effectiveness.

not everyone experiments the same way, some people have more points to use, people use different amounts of points each experiment, some people use BE foods to increase success, some people have better tools, etc...
