i have been running around just buffing peeps for fun on tc ep3 and somepeeps i am not alowed to buff and i get invalid pvp target error in my combat tab does anybody know what this means and why i can buff them

GCW healing rules seem to apply - you cannot buff people that are "more" factioned than you. No buffing of SF players by combatants or civilians, no buffing of combatants by civilians, "On Leave" players count as civilians. And of course no buffing of not-on-leave opposing faction
