I'm a master doctor and I seem to be missing a command. Ctrl-A to look at your Command Browser.

I seem to be missing the following:
Improved Countertoxin (granted at Pathology III) ---- I have Countertoxin, however

Is this happening to anybody else?

Yes, I made a macro to use /countertoxin_1 'cause it's not in the command list.
