I recently got master doctor, and soon after I started making enhance pack Ds. In my rush to make them I bought average to good matrials to do so. They are getting about 800 for base enhance... Is that what everyone else is getting as well?

On some people I was doing 2k - 2.6k an enhance, on others 1k or so. And on one poor soul just the base! Is that common to everyone else? Is it that big of a gap for size of the buff? Or is it because I might have used some questionable resources?

For my first batch that I made, I just upped the Effectiveness of them, if I am not planning on selling the actually buff packs to anyone should i worry about the Ease of Use at all? Not sure if a lower ease of use gives a higher chance of success with a higher Medicine use score?

If you're a Master Doc, then you don't have to worry about ease of use.

Effectiveness around 800 is quite normal.

Mine are duration around 7800.. when I could use a normal inorganic/organic on action-D, I had duration around 13000.
