Complete newb Doctor/crafting type questions. . .

1) Do you need to have the base artisan skills to use resource extractors (like the flora farms for say. . .Lokian Wheat)?

2) How do you go about setting up a medical crafting facility?

To survey(search) for the resource you do need artisan skill survey plus the survey tool to search/find them, but not to place a harvesters.

For the second part, I dont know what you mean, but IF you mean ability to create all the meds yourself, depending on your skill level, you will need a house+private food&chem crafting station+factory. All those can be bought from an architect.
