First, med use attachments were nerfed months ago, they simply do not work anymore. Second, there is a hard cap of 25 to the amount aatachments can add to an stat. So using attachments that add more than 25 to wound treatment are a waste. The maximum wound treatment you can have without bivoli is 125 - 100 + 25 from attachments. As for the amounts on your buffs, I have no clue. My first though would be that you misread the numbers. I have never had med use make any difference whatsoever on my buffs.

Meduse and Wound Treatment Speed are both disabled as attachments. They will not be re-enabled according to the CSR I had a conversation with. +25 is the cap for any attachment bonuses. So just a nice chef hat with +25 will do you for buffing :-)
