power and duration scale in a similar manner, as they both depend on the OQ stat and the fact that they use the same experimentation line
you cant really intentionally make a "weak" buff with extra long duration.

Still high dr low oq can make it more one sided

Yeah, but it just means you can't make 4 hour duration buffs. I made 3h20 duration buffs with a base of like 200 once as a special order. It was for Jedi griefing before they changed buffs to a standard base AND when you couldn't buff over a base. It was MORE of a challenge making these buffs then the good stuff, b/c I had to search for HIGH DR low oq gas and avian.
You also need D buffs to get the longest duration as well... best of luck. I deleted all those resources after you could buff over people.

What is the weakest buff you can make that has the longest duration?

Just a tip, buff a Twi'lek, duration seems to be longer on Twi's
