No, you can't really heal yourself while knocked down.
You can, however, stand up and healstate to get the dizzy off of you- but you do it rather quickly.
Be sure you untarget anything you're fighting,then the macro I use is:
/ui action clearCombatQueue
/stand
/healstate
/pause 2
/healstate
/pause 2
/healstate
/pause 2
/healstate
Adjust the times accordingly depending on how fast you can heal. The single most important thing is to NOT spam this macro. If you do a /stand while still dizzy (i.e. your healstate hasn't gone through yet), but you've stood up, the posture change will knock you right back down. Tap the macro, see if you stand, then let it do it's thing. It will also heal any other states you got slammed with while knocked down.
This macro is also great when you're not knocked down, but someone is chock full of states you need to heal - the /stand will be ignored (you're already standing most likely) and with your patient targeted, you'll heal their states pretty quickly (or your own states).
