Doesn't it make sense that a Doctor cannot use meds on someone, but he/she can wish them healed and it work?

I haven't had a chance to get a hold of the higher end Stim D's (that heal 1200+), but I was curious if when docs use stims, do they have the same cool down timer as other characters using stims? or do Docs have a faster cool down with stims? If we dohave a faster cool down with stims, then it seems once these are produced in large quantities, they will replace our magic abilities which can only reach 800 or so.

You cannot heal other players with instant stims.
