IfHavla is below 100% heal time reduction it does not work.

Damn.. I feel for ya! I have 100% and I use it all the time.. when you do use it ignore the 'You are now ready to heal blah blah' message. That will still display in the old timeframe(17 secs) even though you would have been able to buff again.
Maybe you were waiting for that message to display rather that running through your buff packs one after another? Maybe the 99% would actually work?
I have 101 Havla and I works like a charm.
If your working with your chef also ask them to exp up the heals so you get 24. Then if they still have some room exp down the filling. They will need some great resouces to do all this so you may need to help them out.
The ultimate Havla would be
100 effectiveness
24 heals
25% filling.

best i could do with my alt was 100 eff, 24 heal, 31 filling and thats using tubers that are 727/620/953/989 (dr/fla/pe/oq) and oats that are both oq and pe over 900, dr sucks unfortunatly and flavor is only about 300 if i remember right ..... damn oats ^_^
