Is there a guide somewhere that indicates the best way to use resources in making med supplies, ie: should is it necessary to use the best resources and experiment on the subassemblies like BEC, should they have higher PE or OQ, etc. I have heard varying opinions on the matter.

Read the schematic in your datapad or on the crafting tool. It tells you exactly which qualities matter and in what proportion.

Right, basically the higher rating ingredients affect the maximum you can experiment. Personally, I avoid anything less then 900 on OQ, and aim for at least 500 or better in sub categories. Recent changes are appreciated, most of my meds craft at 25-28% to start now.

Advanced components- even the crappiest advanced is far far superior to the best standard. If a resource is super rare, I will use whatever is available to get an advanced instead of relying on a standard component. On my server, liquid petro fuel 4 has NEVER show up, so I'm just doing advanced solids, bios and liquids- the difference is amazing though. +10 charges for the advanced bio (highly recommend you spend your pts on the Bio in charges) and +100 or so on the Adv.Liquids effectiveness.

This makes the most impact on the Stim Bs, going from 250 rating, 20 charges to 350 rating, 30 charges just using those two advanced components. Not bad.
