Which choice would allow me to buff for higher amounts ----- 0-4-3-0 or 0-3-4-0? With the higher med use would I be able to buff better? Thanks

you wont be able to resusitate with 0340

If you solo only, I guess 0-3-4-0. If you group, revive is too useful to pass up. Personally, I would really try very hard to find 2 more skill points for 0-4-4-0. Revive is worth far more than 2 skill points and being able to use (experimented) enhance D's is probably worth 2 skill point over enhance C's (though enhance C's would be perfectly adequate for secondary buffing - it's your health and action that would suffer).
