Temporary Enemy Flags (TEF) and Healing Implications
Quote "From time to time, it's possible that a Medic or Doctor can end up being a rather unwilling participant in the Global Civil War (GCW). "
Now, I understand that they must be of the same faction to heal. My Question is: If a player is "Covert"and aOvert DoctorHeals or Enhances them? Does this player get theTEF?

no. An overt doctor can heal/enhance a covert without giving either one a tef.
If they did, PvP would be nowhere near as fun.
If they did, PvP would be nowhere near as fun.

You do not have to be same faction to heal. A covert player can heal any covert member of the opposite faction, providing that neither have TEF.
The only way for a covert to unknowingly gain a TEF is to heal/trade with a TEF'd covert. The flag will pass. Healing an overt is a "concience" decision, and helping an overt like that gains you a TEF, so, if you miss the symbol, pay attention next time.
