Hello I am a new Master Doc. I am wondering if I can get a higher buff number (2300's) and longer (3:30), and also buff faster. I do have some Bioclothing +25 and I use Bilovi +25. Is there anyway to get a better buff? Or do I have to just buy some better ones.
Thank you to all who reply to this question.

Are you using a bot with a med module of 110? That's is also one of the variables of how powerful your buffs will be. Other than that you might as well buff in a Medical player city, which will grant you a 10% bonus over your normal buffs.
Apart fromthat the easiest option would be to get a pack with higher power as you said yourself. (Which shouldn't be too hard either since any 840+ power pack will get you a 2300+ buff as long as you got BE clothes, 110 bot and +25 Biv).

And .. to buff faster you need Havla (sorry I forget the stats that you should get as some don't work)

It's in the stickys, but I'll repost it here for you:
{Pack Power} x {Droid} x [(100 + {Wound Treatment Skill} + {Bivoli} + {BE Clothing}) / 100] x {Med City}
Quick breakdown:
Droid - this is 1.1 if you have a 110 droid, 1 in a hospital or house.
Wound Treatment Skill - Check your skills page (ctrl-s), should be 100 for a master doctor
Bivoli - That food you eat. This maxes out at 25, and is done in whole numbers (24.854 is 24, 26.003 is 25, for example)
BE Clothing - Again, maxes at 25.
Med City - if you're in a plaer city that has Medical Specilization. 1.1 if you are, 1 if you're not.
Standard stuff:
Pack power - 800
Master Doc
Using a 110 droid
+25 Bivoli
+25 BE Clothing
Not in a med center
800 x 1.1 x [(100 + 100 + 25 + 25)/100] x 1 = 2200
If you want a 'mulitplier' to make it easier, just condence things.
Say you're always going to have the following:
Master Doc
110 Droid
25 BE Clothing
25 Bivoli
This shortens up the formula a bit...
{pack power}x1.1x[(100+100+25+25)/100]x1 = {pack power}x2.75
This way, no matter what you craft, it'll be easier to figure out.
830 pt pack x 2.75 = 2282
910 pt pack x 2.75 = 2502
1003 pt pack x 2.75 = 2758
Then, if you happen to be in a med city, take that last number, and multiply by 1.1.
830 pt pack x 2.75 = 2282 ...Med city makes it 2510
910 pt pack x 2.75 = 2502 ...Med city makes it 2752
1003 pt pack x 2.75 = 2758 ...Med city makes it 3303
As for going faster, havla is the food you need. It's bugged though, so you'll need the havla to have 100+ for it's enhancer, and then you can buff as fast as the animation will allow you.

I think Havla with over 100 works.
