The only things aremedicine experimentation clothing attachments and the doctors crafting apron (+5assy/exp). You need to get +10 to experimentation to get an additional experimentation trial (11 points with +10, 12 points with +20).
There are conflicting reports on whether medicine assembly tapes do any good at all. I personally have never witnessed any effect of having my med apron on versus not.

Answer to the rancor bile question: No, it can't be used in buffs packs. The only doctor items that can take rancor bile are the area poison and disease cures. I don't recommend using it in them, though. Bile has no area stat, crafted dispersal mechanisms do. You don't need loot drops to get buffs over 900. You can use Janta blood in them, but it will cost you charges. It takes excelent avian meat and reactive gas to make great buffs. Look for meat with OQ+PE of 1800 or better and reactive gas with OQ over 950 and you'll love the result.
Answer to the buffs charges question: The charges stat on your ABECs and the OQ of both the meat and gas affect the number of charges you get on buff packs.

ALWAYS experiment your ABECs on charges and then on power. The reason being the ration here is 1:1, so you can always either get 1 extra charge or just a silly +1 power to your final pack. Also, the ABEC is the only subcomponent were a Doc can experiment on the charges.

Taking in consideration that the max you can get in subcomponents is around --
ABEC 25/25
ACRDM 75
ASDS 75
I'd personally aim for ABECs with charges over 20 (whereas the power on it wouldn't make that much of a difference), and ASDS and ACRDMs over 60 at least. Preferably 65 +. (Which isn't that hard to get on ASDS, but some times it can be a pain for ACRDMs).
It all depends obviously on the resources you manage to get your hands on, but to get subcomponents with these stats I sated above shouldn't be too hard even if you started crafting now and it is on a budget.

when buff crafting patience is a virtue.... you need to keep up to date what resources are out there that are worth getting. as mentioned before the 2 most important resources are reactive gas and avian meat. you want really really really really good of both, or your end product will suffer.
don't expect to make master and be able to make 850-900 power buffs if you have no backstock of decent resources, i'm not saying you have, but just don't. it took me about 6 months to reach 900 power packs to get the high quality resources i needed.
