I am a novice doc. 3-1-0-1

I am able to make buffs for both health and action(both a packs), and I try to buff myself(only for like 150 action, which is under lvl 55) and I cant do it. No message or anything, but action a's are the only buffs I can use(I made health ones at lvl 57 I think). If I offer to buff someone for free(granted it would be a crappy one) whould it work, and whats the xp ratio(i have read what the ratio for wounds and health is, but not buffing), also I have had one bugged health pack, where it would not heal anyone, is this what I am getting with my action pack>

hon... to buff you need to get 'heal enhance' skill that is 0/2/0/0 of doc. You can't buff anyone including yourself until you get this skill, no matter what buff packs you can make.
