Varies on each server, and it rotates like all other resources, I'm afraid there's no straight answer. Sorry.

Quality is going to depend on the server, but IMHO, Yavin and Naboo are the best places for good avian meat to happen, because of a higher proportion of creatures that produce more units of meat (kaadu/peko-peko on Naboo, Choku/Whisper Birds on Yavin).

Dantooine/Tatooine are the WORST planets to hunt on for avian meat - I haven't seen anything yet on Dantooine that has Avian meat, and only dwarf nunas (about 5 units with hunting 4) on Tattooine.

I don't hunt on Lok/Dathomir/Endor, so those planets weren't considered for this. YMMV

What has more of an effect on the outcome of making a good enhancement pack, OQ or PE?

Actually, they're equal. The schematic shows that OQ is twice as important as PE, but you need to remember that you're going to pair this avian meat with reactive gas. Reactive gas has no PE rating so, in essence, the PE of the avian meat is weighted twice, making it just as important as the OQ. Also, don't forget that DR is used in the schematic for enhancement packs, as well.
