The Experiment.
To see how the Research Specialization affects crafting through a controled experment and the gathering and comparision of Statistical Data.
A city with the Research Specialization gives crafters a 15% bonus to their experimentation results. This experiment was designed to see exactly how that translated into practical useage.
Tools used are prob the best possible in the game or close to it.
General item and Structure Crafting tools with a 14.49 Tool effectiveness rating
General item and Structure Crafting stations with a 42.75 Functionality Rating
Items made by Master Crafter in Artisan and Architect
Exact number of points vary per max results allowed by items.
Procedure.
one series of items made within the city limits and a second series of items outside the city limits.
Same tools and resouces used for both series.
Each item experimented on with 1 xp point at a time causeing the items complexity to increase with each experiment.
Staticital Data Gathered:
Experiment #1 Melee Powerups, 10 experiment points, complexity 5 at start 15 at end (final results affect damage percent)
Series #1. Inside city limits. Critical failures 1, Great Results 55, Amazing Results 15, Experiments attempted 71
Series #2 Outside city limits Critical failures 4, Great Results 58, Amazing Results 12, Experiments attemted 74
Experiment #2 Furniture 10 experiment points, Complexity 25 to 32, (experimentation on furniture does't really affect anything)
Series #1 Outside city limits Critical failures 0, Great 25, Amazing 2, Attempts 27
Series #2 inside city limits Critical failures 0, Great 25, Amazing 2, Attempts 27
Experiment #3 Ore Mining units, 10 experiment points, complexity 12 - 22 (final results for this are critical for best stats)
Series #1. Inside city limits. Critical failures 1, Great Results 28, Amazing Results 10, Experiments attempted 39

Crafting inside the city limits resulted in 1.4% chance of a critical failure and a 21% chance for amazing results
Crafting outside the city limits resulted in 5.6% chance of a critical failure and a 16% chance for amazing results
#2 furniture. no difference between inside or outside city limits.
#3 Ore Mining Units.
Crafting inside the city limits resulted in 2.5% chance of a critical failure and a 25.6% chance for amazing results
Crafting outside the city limits resulted in 10% chance of a critical failure and a 0% chance for amazing results
#4 X34 Landspeeder
Crafting inside the city limits resulted in 1.4% chance of a critical failure and a 21% chance for amazing results
Crafting outside the city limits resulted in 5.6% chance of a critical failure and a 16% chance for amazing results
#5 exo-protein wafer
Crafting inside the city limits resulted in 1.7% chance of a critical failure and a 17.8% chance for amazing results
Crafting outside the city limits resulted in 5.4% chance of a critical failure and a 5.5% chance for amazing results
Conclusions.
I got aprox 4 times the critical failures crafting outside the city than crafting inside the city with the research specialization.
inside the city limits the amazing results generaly increased but the amount of increase varried greatly from 5 percentage points
better to 25 percentage points better than crafting outside the city limits.
Personally as a Architect I feel the Research specialization helps a great deal. To understand why I think this I will tell you that for every Harvester I make i have to experment on it at least 4 times for the Base extraction Rate. Any result here less than a "Great" result will make a substandard harvester. After experimenting the Base extration rate to the max, I then use any left over points for increaseing the Harvesters Storage.
The Research specialization doesn't give you any extra points to use for crafting in the city limits however we all know that "amazing" results will often give you a much better percentage in the experimentaion phase so getting more "amazing" results in an item lets you get slightly higher overall in your expermentation percentages than getting just "great" results.
Final Note: The above data is from my own testing, this experimental procedure is designed to be as fair and controled as possible, however all results from expermentation are slightly random so results could vary, which is why I made multiple test runs using different types of items.

So all you have to do is actually be in the city limits of a research center? Not reside there to get the bonus?

Very interesting.A link to this has been added to our guild board, and is being discussed there as it affects us. Well not much more than that since this appears to be a Very professional and thorough examination, on which I personaly would like to compliment you. But once again the information looks to be of interest and well worth it.
