I know for a fact that it does not increase the quality of the product. The only two things left are:

1. Reduction of critical failures while combining items.

2. Reduction of failures while experimenting.

Once I acquired +25 Crafting station and Crafting tools I noticed that I rarely had anything less than great success while experimenting.
