If i am a resident of a research center doI get the crafting bonus if i craft outside of the city?

The reason i ask is beacuse my uppers want all factories at least 300m outside of city lines for exspansion purposes. So to offset the PITA of crafting up a schematic then running back and forth from my place to the factories (WhereI also store th bulk of my resources) I want to place a small house near the factories and craft from there. Would i be missing out on the bonus doing so?

You need to be inside the city limits to be granted the crafting bonus. Anyone, even non resident will get the bonus if in the city. This does however bring up another question. I read in a post a while back that it was necessary for the mayor to restate the city as a "research center" each week, or the bonus would not work. Anyone have any recent info on this?
