does it give a bonus to general weapon speed or does it just decrease the combat timer for skills? or both?

I am pretty sure (99.99%) it only affects the timers associated with the specials and doesnot affect your actual speed stats (melee, ranged & weapon specific etc)

I use it all the time, the "Combat Haste" buff as it is called seems to reduce the cooldowns on all specials which allows you to shoot a lot faster.
