I would like to be able to buff myself for pve. I would rather not have to go all the way to master doctor if I don't have to. What skills do I need to learn to be able to buff myself decently for pve? I don't plan on trying to make money off of buffs, I would rather just buy the buff packs and be able to use them on my own.

You get the /healenhance command at 0200 doctor, so that is all you really need to be able to buff yourself. However, you will need to find another doctor to make the packs for you, and you might not be able to hit for much over 1000 at that level (don't know though).

You need at least Doc 0/2/4/0. This gives you the "heal enhance" ability, and a med use of 90.

Most buff packs will have a med use that is 91 or 92, which you won't be able to use, so you'll need to look around for a buff vendor that is intentionally crafting their buff packs down to med use 90. These are generally more expensive than the regular packs, since it takes an extra experimentation point or two to get the med use down.

If I want to use buffs with a med use of 91 or 92 do I need to get to master doc?

At 0440 you can buff for around 2.2kish depending on buff pack strength. You could get 0240 and that would be i think around 1.8k buffs or close to that.
