when useing avian meat in the makeing of enhance packs what do i look for high OQ PE or OQ DR ?

Obviously OQ first and foremost, because it is the stat that is important in both the stats of the enhance pack (strength and duration). However, since the reactive gas also 'shares' the burden of this, and PE is only on the avian meat, then OQ and PE effectively matter the same for avian meat (for the strength of the pack). You do need DR for duration, so that makes it sort of important as well ; pretty much if you don't find 800/800/800 avian meat, you have to decide for yourself what you want most / what you can trade off in relation to your (hopefully great quality) reactive gas.
