Does anyone know exactly what this is for sure? The patch notes are completely vague about this.

I too have been wondering about this.
Yesterday I didn't notice anything that would explain this.

Doc faction perks, are increased healing/ buffs while "on duty" in a faction base med center (using that / command).
I'm not sure if the % bonus works on all target characters, or only on overts.. I dunno if you have to be overt to get the bonus to your heals/buffs... it is Doc only (need novice doc to use the / command).
Entertainers get a similar bonus in faction base cantina rooms.

Hmmm.... but what qualifies as a faction base for these purposes? Do privately placed faction HQs count? I can't seem to register in one.

The HQ needs to be registered ont he planetary map for this to work. I haven't managed to test it yet unfortunately.
