I went home at lunch and applied a health and action buff to myself. I then suicided to a rebel mission and was DB'd by the NPC and sent to the cloner. Ran from the cloner to the med center and was able to buff health and action again. It does appear to be fixed.

That's good to hear...

Now the question on buffs is.. Will you still get incap'd by them when they wear off.
