Today I was sitting in a starport far from home and after watching this entertainer play for us for a few min I decide to be nice and heal him. This is a neutral musician and he hasnt been in combat with anyone for at least 2-3 min. I get an instant TEF and a commando and bh kill me a few seconds later. No warning....

I actually used to like healing. Now im a doc that refuses to heal anyone.....how sad.

That is really strange. I am a neurtral medic. The other day an overt rebel came into the med center looking for a heal. I tried it, and got a message that "it would not be wise to heal this person at this time." I figured "what the heck, I never had a TEF before, why not?" So, I tried to heal him again, and got the same message. So I wasn't even allowed to heal an overt, and you get a TEF for healing a neutral --- too strange.

The only way for neutral docs to get TEFs is to heal a TEF'd covert. Neutral can never heal any overts, no matter whether they've been fighting recently or not.
