i just setup a vendor with business 3 and i want to get a waypoint to show on the planetary map vendors division?

I'm afraid you misunderstand what that skill is used for...

You use this skill while in a med center to show that the med center is currently "manned"... on the map it will turn the little moon next to the med center's name [in the list on the right] into a sun. The skill you are thinking of is a merchant skill gained at advertising 3.
