Let me know stats for good buffs please.
DR=
FL=
PE=
OQ=
DR= As high as possible.. lower numbers just mean a shorter buff.. (So if you buff for PvP a lot, this can be low and it will probably not have an adverse effect.)
FL= Doesn't matter
PE= 800+ if possible
OQ= 800+ if possible (This being the most important stat and accounting for 66% of the final power of the buff)

Minor correction - PE on avian counts as much as OQ for power and charges. Since PE doesn't affect duration at all, OQ is somewhat more important when looking at the total package.For normal use, I would take a 1000 OQ/400 PE Avian over a 700 OQ/800 PE avian, for example, with DR being equal and sacrifice some power for duration.

Sorry, no. It's 7.5 per percent of experimentation which translates to 0.25 per OQ and PE. So the correct formula is:
Max Power = 45 + SDD power + BEC power + CDRM power + 0.25*(Avian OQ + Avian PE + Gas OQ)

That's good to know. The formula was derived from limited testing, so it could be off a bit. It's tough to test because duration and power end up on the same experimentation line.
