I don't think you can realistically get an E down to the 30 med use level. It may be possible with a D, but at that point it would probably only be as good as a C since the crafter would need to put nearly all of the experimentation points into ease-of-use.
if not, how good cana stim C with 30 medicine use requirement become with the right ingredients?
Stim C's with 30 med use (MU) can be easily made in the 550-600 range with decent resources.
Can a medic 2030 use doctor made cure state effect packs? if not, can a medic 2040?
It is not possible for Medics to use the cure state packs. These medicines require the /healstate skill which is only granted to Doctors.
So basically with the right doctor, is there a point to going Pharm IV opposed to III as a combat class in need of heals?
The jump fromPharm 3 to Pharm 4will get you some pretty powerful stimpacks (D's and E's). Where a Cstim might be in the 550 range (base heal), the E's can be up in the 1000 range. Withthe First Aid line, you are given percent bonuses to your damage heals. AtFA2 you get to heal bleeds, but you also get a 30% bonus to your damage heals.
Currently, bleeds don't seem to be that large of a factor to most people, since buffs are so huge. If you only want to spend 14 skill points within Medic, you may want to consider 0040 rather than 2030.
And while I hopefully am in contact with the really good doctors, what would the mind cost be to use the mentioned stims at a focus on for instance 1000? - and can you have enough focus for the mind cost to be irrelevant?
My mind is set to 1100, 900, 800 and that allows me to heal without worrying about the mind drop. I'm sorry, but I don't have numbers for you regarding the mind drain. You probably would only notice the drain if you use a combat weapon that also drains the mind.

Stim B - 415-475 base
Stim C - 600-660 base MU 30
Stim D - 900-960 base MU 40
Stim E - 1000-1150 base MU 40
Stim E - 1100-1250 base MU 45
