Does anyone know if there is a macro to say the name of your target? I would like to make a nice little greet macro for my buff lines because I'm too lazy to type hello and their name every 45 seconds.

I believe you mean the %TT thing

%TT is their full name.

%NT is their first (tell) name.

%RT is their race.

There's a few more... Just try A thru Z for the character after the % while targeting a player and see.
