Wots up Docs!! (ok i had to say it)

I have just been reading the info regarding publish 9.3 and notice us docs are getting new buff packs. I dont want to sound like a simpleton or a noob but can someone explain how this is going to affect us and what it means to the doc prof as im new to the doc scene.
