Hello,
I'm curious, I'm trying to get to the "900" level with my buff packs, but I'm simply not getting close.I think the problem is in my sub-components. Can someone tell me roughly what kind of numbers I need to get on my components in order to get to the 900 level? I think I'm using decent Avian meat and reactive gas.

Copying exactly what I said in a post last night:
The resources used in your final combine will have a very great effect on the overall stats on your buff packs.
i.e. - average resources in your ABECs could drop you down roughly 10 power overall, but average resources in your buff pack combine could drop you several hundred power.
For your non-action packs, you need high OQ/PE and DR avian meat and reactive gas. The stats, in general, that you should look for is at least 900 OQ, 600 PE, and 600 DR. The higher, the better, of course
You can get away with using one resource with a little sub-par stat in one area if the other resource can make up for it. Example - your Avian meat is 950 OQ, 800 PE, but only 300 DR. But you have some great reactive gas that's 950 OQ, 800 DR that will bump up your duration a bit.
OQ is the stat that matters the most - 66% of the power is OQ, with 33% being PE. So, if you had avian meat with 900 OQ and 500 PE, and another type that's 500 OQ and 900 PE, the first would be the better choice. Duration of buffs is 60% DR, 40% OQ, so choose resources with high DR for better duration.
With that in mind, you should be able to make better power buffs. Once you get the hang of the final combine, you can begin fine-tuning your subcomponents to get extra power and charges. Good luck

Average stats for ABECs would be 25 power, 14-16 charges, or 17 charges, 23-24 power.
Average ACRDMs anywhere from 60 to 72, really varies on the resources here.
Average ASDSs are generally 70-73.
YMMV, based on the resources available.

On Chilastra I have been able to achieve buff packs with 947(2604) power with the following components:
(1) ABEC's - 23/16
(2) ASDS - 73
(3) ACRDM - 68
Resulting in a 947/11886/27/91 Buff Set. Granted that this is done with the best resources possible on our server.

Ok, thanks very much. It looks like you're right, Santos, I'm probably not using good enough Avian and (specifically) reactive. My subs are pretty much in line with what you're listing. I'm pretty sure my ABECs are 24, ACRDMs are 69, and ASDSs are 72.
Radiant hasn't had any really strong reactive in a LONG time, and just got a strong shift of avian.
