Is this gonna be fixed or how it should be because you just get owned in pve

It looks like it is working as intended. Guess they made it so to let docs do at least something in the CU

Instant stims are supposed to be a last resort to avoid incap. If you need constant healing, ask a doc or CM to join your group. Or other fighters so you can dish out more damage before your health reaches 0.
This will _not_ be fixed because it is _not_ broken. If you want fast heals, you need to take up medic yourself, if you want fast and effective heals for high-level combat you need doc or CM.

If it were faster there would be no need for Medics +.
Novice medic allows you the bacta shot ability, which uses no Stims (innate ability) 4/0/4/0 Gives you decnt heals quickly thata can be couples with your instant stims. Plus you get health buffs too.

Stims are now like "potions" in the traditional RPG. The main healing power should come from CMs or Docs now.
