If anyone knows what this does, please inform me! Inquiring minds would like to know.
At first I almost cried when I saw my huge batches of Stimpack E's convert to 600 heal, 60 use Instant Stimpack D's. Then I thought to myself, "maybe this is the norm now". Boy was I dead wrong.
Instant Stimpack D (with all new post-CU components): 1185 heal, 17 uses, CL60 - experimented all the way on efficiency (10 points), then two points on uses.
Instant Stimpack D (with pre-CU 188 power ALS): 1303 heal, 16 uses, CL60 - experimented all the way on efficiency (10 points), then two points on uses.
Instant Stimpack D (with all new post-CU components): 978 heal, 21 uses, CL60 - experimented all the way on uses (10 points), then two points on efficiency.
Anyone else find this disturbing? I mean, not only do they nerf down 1200+ heal Stimpack E's to 600, but you can then make Stimpack D's that are twice as powerful. In thinking this over, I can't find their logic. Shouldn't the old Stimpack D's and E's remained the same in power (maybe nerf uses)? I'm really upset about this, and would love for our correspondent to ask for an answer.

its balanced because , the stims are on a one minuts timer... so NO spaming heals.
